In privacy, transparency is one of the Fair Information Practice Principles. NIST's glossary, citing OMB Circular A-130 (2016), describes it as an organisation's practices for conveying information about its policies and practices for personal data, with clear and accessible notice about how that data is created, collected, used, processed, stored, maintained, disseminated and disclosed.
Put simply: a company should tell you what it does with your data in words you can find and understand.
An example
A weather app asks for your location. A transparent app says why it needs it, whether it keeps it, and who it shares it with, before you tap allow. A non-transparent one hides the answer in a long policy, or doesn't say.
Why it matters to you
You can't make a real choice about your data if you don't know what happens to it. Transparency is what makes opting out, asking for deletion or saying no possible at all. Data brokers are the usual counter-example: most people have never been told that a company holds their address, phone number and relatives' names.
Other uses of the word
NIST's glossary also uses "transparency" for supply chains: how much can be learned about a supplier, product or service. That's a different topic from privacy notices.
How to protect yourself
- 1
Read the data section first
Skip to the parts of a privacy policy that say what's collected, who it's shared with and how long it's kept. If they're vague, treat that as an answer.
- 2
Check app permissions
On your phone, look at which apps can see your location, contacts and microphone, and turn off what an app doesn't need.
- 3
Ask the company directly
Where the law gives you the right, ask what a company holds about you and who it shared it with. Our data subject access request entry explains how.
- 4
Find the companies that never told you
Serus finds the data brokers that operate where you live and removes your listings, so details you never agreed to share stop being sold.
See where your personal data is exposed
Serus finds it on data brokers and people-search sites and removes it.
Frequently asked
What does transparency mean in data privacy?
It means an organisation gives clear, easy-to-find notice of how it collects, uses, stores and shares personal information.
Is data transparency the same as a privacy policy?
A privacy policy is one way to be transparent. Transparency also covers whether the notice is clear, accessible and accurate.
Does data transparency mean data is public?
No. It's about openness on how data is handled, not about making the data itself public.
